Civil Unrest
On August 2, 2023 fishers employed by Copeinca staged a protest by burning tires to “voice their grievances about the owners ignoring their request of supporting them economically during the off-season” and “forcing them to work again without an answer,” according to Armed Conflict Location and Event Data.
Fishers have criticized Copeinca, formerly owned by CFG, for lowering the price of anchovy catches. In November 2024, demonstrators gathered at the ports of Malabrigo and Sechura as well as in Chimbote to protest reductions in anchovy prices. The same month, the Asociación Nacional De Armadores Pesqueros published a statement criticizing the new price, saying it was unfair and too low. The price proposed by Copeinca was to be $250 per metric ton of anchoveta set by Copeinca. This new price was $110 less than the previous season's rate, Asociación Nacional De Armadores Pesqueros said, and the organization declared an indefinite strike, halting all fishing activities. The association also demanded intervention from the Ministry of Production to facilitate dialogue with the processing plants and ensure fair pricing for their raw materials, warning that the situation could escalate if left unresolved. Copeinca met with the fishers but excluded a researcher named Omar Jacinto Fiestas, whose technical report challenged the low prices set by the companies. The fishers rejected Copeinca’s terms and vowed to persist in their demands for dialogue and equitable treatment, emphasizing the vital role of fishers in the production chain. Leaders called on the Ministry of Production to mediate negotiations with the processing plants.
On November 28, 2024, CFG-Copeinca employees from six fishmeal facilities participated in a 24-hour strike held simultaneously across various locations. The striking plants were in Chimbote, Chancay, Tambo de Mora, Pisco, Piura, as well as workers in the Lima headquarters. The strike halted the work of approximately 95 percent of the company’s employees, including those on ships, in the processing factories, on the cleaning teams, and in the central offices.
Environment
In 2014, after tons of dead crabs and other marine species washed up onshore, the mayor of Chancay asked the Environmental Assessment and Oversight Agency to supervise the wastewater treatment of several fishmeal and fish processing plants in the area that drain into Chancay. The plants included in his order were: Pesquera Caral, Austral Group, CFG Investment, Pesquera Centinela, and Corporación Pesquera Inca.
Fishing
In August 2024, Peru’s Ministry of Production dismissed administrative processes related to false reporting of juvenile anchovy captures against eight companies. One of the companies was CFG. The other seven companies were Inversiones Pesqueras Liguria, Tecnológica de Alimentos, Pesquera Hayduk, Pesquera Diamante, Pesquera Saby, Pesquera Luciana, and Inversiones Moreda. These companies were accused of underreporting their catches of juvenile fish, which was a serious violation under Peru's General Fisheries Law. The Ministry of Production explained that it dismissed the processes because “the information provided by the vessel owner” in the electronic logbook, which was used as a key piece of evidence in the case, “was neither timely nor reliable.”.
