- In 2019, one crew member on board the Fu Xin submitted a complaint that matched the following ILO forced labor indicators: abuse of vulnerability, deception, restriction of movement, physical and sexual violence, intimidation and threats, withholding of wages, abusive working and living conditions, and excessive overtime.
- AIS Darkness
- Since February 2019, the Fu Xin has disabled its AISfor at least 437 hours (18 days). These instances ofAISdarkness occurred across the Southeastern Pacific Ocean and Argentine Sea. This matters because so-called “AIS darkness” is a likely indicator of criminal activity at sea, including illegal fishing, smuggling, and sanctions evasion.
Testimonials
An Indonesian worker onboard the Fu Xin reported the vessel to the Indonesian Migrant Workers Union between May 2019 and June 2020. The ship was a Chinese squid jigger operating in the South Atlantic Ocean. The worker described his experience and many of the problems he faced, which matched categories that the International Labour Organization, the UN agency for workers’ rights, say are indicators of forced labor. These included: abuse of vulnerability, deception, restriction of movement, physical violence, intimidation and threats, withholding of wages, abusive working and living conditions, and excessive overtime. His testimony was published in a 2021 Greenpeace report.[^1]
