- The Shuenn Man No. 23 repeatedly turned off its transponder while fishing between 2020 and 2024, including once for more than two weeks, in violation of IMOregulations and Taiwanese law.
- The Shuenn Man No. 23 transshipped at least four times while at sea between 2020 and 2025, according to Skylight, a vessel tracking firm. Transshipment enables fishing ships to keep workers at sea for perilously long periods, allows scofflaw vessels to avoid oversight, and makes it difficult for companies to know where their seafood was caught.

- In a video recorded by crew on board the Shuenn Man 23 and posted on December 12, 2021, crew members were bundled up into a net and ziplined to the Shuenn Man 626 while the ships sat next to each other in the middle of the ocean. Part of the reason fishing workers are sometimes captive on ships is that it is difficult to transfer them back to shore or between vessels.
- On January 10, 2023, an Indonesian crew member named Syaefullah fell overboard from the ship over a hundred miles southeast of Penang Port in Malaysia, according to Taiwan’s Fisheries Agency and Selangor Journal. With help from Malaysian authorities, the ship searched the waters near the crew member for 72 hours but could not find his body.
