An Indonesian worker onboard the Zhong Ju 821, while named the Han Rong 368 and owned by Zhejiang Hanrong Ocean, reported the vessel to the Indonesian Migrant Workers Union between May 2019 and June 2020. The ship was a Chinese purse seiner operating in the Arabian Sea. The worker described his experience and many of the problems he faced, which matched categories that the International Labour Organization, the UN agency for workers’ rights, say are indicators of forced labor. These included: restriction of movement and abusive working and living conditions. His testimony was published in a 2021 Greenpeace report.

In 2020, a Han Rong 368 crew member became sick and his legs and body swelled. It occurred over 18 days and he only received treatment from their fellow Indonesian crew members. His condition worsened until he finally was declared dead. His body was stored in the freezer and eventually transferred to the Fu Yuan Yu 054. He was named by Greenpeace as Andri Suhendar. The deckhand exhibited symptoms of beriberi.
